ECONOMYNEXT – Sri Lanka’s Cabinet has approved a revised methodology for issuing inter-province passenger transport permits, cabinet minister Nalinda Jayatissa said. “The methodology has been designed to safeguard the interests of existing bus operators while expanding opportunities for new investors to provide public transport services,” Jayatissa told reporters. According to Section 24 of the National Transport Commission (Amendment) Act, No. 08 of 2025, a legal framework has been established for the issuance of passenger service permits, Jayatissa said.

Join Now “When an application is received for a passenger service permit, the Commission must thoroughly evaluate several key criteria before deciding to either grant or reject the request.” The Commission is required to take the following factors into consideration: – Public demand and existing services – Applicant capability – Vehicle suitability – Financial stability – On-board facilities – Compliance Under the new guidelines, the National Transport Commission is mandated to assess public demand and the adequacy of existing services on any requested route before granting a permit.
